Which groups will county cut?

Mecklenburg County staff recommends spending less on nonprofits and outside agencies in the 2009-10 budget.

At least one nonprofit may challenge its proposed budget cut.

Project HealthShare runs a free medical clinic and scored "low performing" on a county review that helps determine spending. County staff has recommended phasing out money to the organization and two others.

But group officials say they have expanded their services and made other changes since their last evaluation.

The county also is recommending phasing out funding for programs run by Mi Casa Su Casa, and the Community Building Initiative, Budget Director Hyong Yi told county commissioners last week. He said the groups could have funding restored in the future if the organization shows significant or dramatic improvement, or if it climbs higher on commissioners' priority list.

Some background:

This is the first year the county used this evaluation process for the non-profits and other service agencies it funds, and Yi acknowledged last week the process was not perfect.

In all, county administrators are recommending about $4.29 million to 25 support programs, a decrease of about 8.5 percent from what the organizations received this past year. No money was recommended for first-time applicants. The county also will give $1.47 million to seven programs with which it has contractual obligations. - April Bethea

Here is my budget recommendation:

Arts and Science Council - Spirit Square Funding: A lovely hand painted card saying they are getting nothing delivered by a mime acting out the caught in a box routine.

Charlotte Regional Visitors Authority - CIAA: A big ole sign welcoming them to the city. Zero Dollars otherwise.

Charlotte Regional Partnership - Economic Development: A thank you for all the hard work they have done in giving away our tax incentives to get companies who would have settled here anyway. Zero Dollars.

Centralina Council of Governments - NC 73 Council of Planning: A thanks for being a real force in making things so screwed up that the citizens are now demanding taxes be used appropriately. A couple of bucks for their last publicly sponsored meals.

Lake Wylie Marine Commission - Personal Injury Prevention: A suggestion they increase boat fees and other fees on the rich boaters to cover their costs. Zero Dollars.

Mountain Island Lake Marine Commission - Personal Injury
Prevention: First find out how they can have a mountain on a lake then do the same as stated above and Zero Dollars.

Lake Norman Marine Commission - Personal Injury: If they can no do like we suggested above then start pirate ships and board boats to take the plunder to cover these costs.

Center for Community Transitions - Lifeworks! And Family
Support: Anything with this many words is trying too hard to get money. Zero Dollars

Center for Community Transitions - Mecklenburg Sentencing: Not sure what this is but one might imagine it might help crooks. Zero Dollars

Charlotte Coalition for Social Justice - Empowering Youth
Initiative: Wow I can just imagine what this does. Zero Dollars. Oh wait it is a coalition. In that case we need to get money back from them.

Charlotte-Mecklenburg Council on Aging: Old people pay a lot of property taxes and maybe this group should get a few bucks.

Charlotte-Mecklenburg Housing Partnership, Inc. -
Homeownership Services Paaaleeeease People will get a house if they want one. Zero Dollars.

Charlotte Mecklenburg Senior Centers, Inc.: How many ways are we going to service the Seniors and how many names are we coming up with to drain off these tax dollars? A couple of dollars.

Communities in Schools of Charlotte-Mecklenburg, Inc. -
Dropout Prevention Service: I volunteer in schools and know how well this works. ZERO DOLLARS and a signed statement from everyone in this group stating they will never work in the school system again.

Community Building Initiative*: Maybe the community can do its own initiatives and how does one build a community is that not something that evolves. Oh wait this is social engineering. Zero Dollars.

Community Health Services - Physicians Reachout: When did the Health Department Close Down? Zero Dollars.

Crescent Health Institute (Sickle Cell Regional Network) -
Disease Management: It this not something the Health Department handles? Zero Dollars.

I could go on to the County funding but you get my gist.

How is it that some of the lower performing agencies (like POST)will receive their full funding request and others, who are higher performing, will not? That doesn't seem to make sense to me?

Cut everything to YMCA and YWCA. These organizations now only exist to pay the staff hundreds of thousands. The head of YMCA gets agout 300 to 400k a year plus other perks.

Also why should we give so much money to organizations that help illegal immigrants? In fact why should charities get any tax money. I say cut everything completely.

Wow Larry! I feel a bit "STUPID" after reading some of these comments. Well...the comments make me want to take a closer look at how taxes are spent. As far as cutting all nonprofits...that's EXTREME! I have recently become "Employment Challenged" (unemployed) and may possibly need some assistance from one of these nonprofit organizations. Hopefully not!

At some point in history, we were ALL immigrants (illegally, unwanted, mistreated, and some against our will) so you might as well welcome the newest immigrants and pray for a speedy Assimilation.
Cut anything to do with CHURCHES?!? No comment.
Maybe if they start "micro-managing" in the areas Larry mentioned, we could weed out the crooks and leave teachers the hell alone.

How about these "Charities" going directly to the people and asking for their funding instead of siding up to the elected officials and their friends to get their funds. That way they can prove they are valued.

Not sure which one you would need if unemployed? How about the boat safety or if you need medical help call me and I will take you to the free emergency room. It would be nice if we could welcome each legal immigrant. Oh wait they already do that. So these funds must be mainly used for those who did not get a welcome other than reading the sign welcome to Texas in the middle of the night. Keep in mind they do not pay taxes and we have to pay extra each month for to protect our Identity along with billions more for more schools, health care and welfare to support them. So you can understand why people may be a little miffed.

Hey Churches did it in the past with their own resources and why not today. We are getting past that United Way status thing and or looking at where our money is going and demand it goes almost 100 percent to those who need it. The Churches have a real good track record in general. Maybe not those social clubs akin to country clubs. But for the government to sponsor churches no.

Great how you used the old Micro Managing as it has been used in the past and sometimes as a snipe. That seems to be created to stop people from looking the the whole and then at the bottom line in the past.

Today if you don't micro manage then you know you can die from a thousand small cuts as a well as a major stab. I think we are coming in to the age of Nano Management and apparently not soon enough.
